科学构建海上民兵管控体系,对于提高海上民兵遂行任务能力,推进新时期海上军事斗争准备具有重要意义。要针对海上民兵遂行不同任务,建立日常、训练、动员等管控组织,强化海上民兵管控;要通过科学编组,增强对任务分队的有效管控;要注重创新管理模式,通过运用信息系统、建章立制和结合生产等手段,提高平时海上民兵管控效益;要规范管控机制,确保对海上民兵管控常态长效。
